Los Angeles City Planning: PLUM votes to recommend targeted amendments to the 2021-2029 Housing Element

On June 7, 2022, the Planning and Land Use Management (PLUM) Committee voted to recommend that the City Council approve the targeted amendments to the 2021-2029 Housing Element. At the meeting following public comment, staff provided a presentation highlighting the proposed amendments, an audio recording is available here. The amendments will be heard by the Los Angeles City Council on June 14, 2022. Information on the City Council meeting, including how to attend, is available below.

Project Background

The City’s 2021-2029 Housing Element was adopted by the City Council on November 24, 2021. The proposed amendments were prepared in response to a February 22, 2022 letter from the California Department of Housing and Community Development (HCD), informing the City that additional revisions were needed to the Housing Element's programs to ensure compliance with new Affirmatively Furthering Fair Housing (AFFH) requirements in state law. On April 21, 2022, the targeted amendments were released for public feedback, and sent to HCD for their review. In a May 11, 2022, letter HCD stated, “ The revised element will comply with State Housing Element Law (Article 10.6 of the Gov. Code) when the revisions are adopted and submitted to HCD.” On May 19th, the City Planning Commission (CPC) unanimously voted to also recommend that the City Council approve the targeted amendments. On June 7, 2022, the Planning and Land Use Management (PLUM) Committee voted to recommend that the City Council approve the targeted amendments to the 2021-2029 Housing Element.
