Three Santa Monica City Council candidates, in a historic upset against luxury housing developers, won seats in the November election on shoestring campaign budgets.
The three have diverse backgrounds, don't answer to developers, and plan to shake up Santa Monica's years of overbuilding luxury housing, producing sky-high costs, severe traffic and crowding.
