On Thursday morning, residents were surprised to see a developer completely close Stradella Road to traffic, causing unsafe road conditions and snarling traffic.

Roman James, whose website claims he is a sought-after "luxury residential developer," and who is developing 1037 Stradella Road, decided to ignore conditions on a one-day LADOT road use permit — conditions that included (1) one lane to remain open; (2) use of flagmen for traffic coordination; and (3) pedestrian access was to remain open — and decided he was entitled to close Stradella Road completely.

Thanks to the quick action of local residents who were distressed by the resulting dangerous road conditions, called the Bel-Air Association, who called LAPD.  BAA Executive Director Shawn Bayliss, while investigating the dire situation was quick to point out the complete noncompliance with their permit, LAPD ordered the work stopped, illegally-parked trucks removed to create an open lane.
